Общие правила въезда иностранных граждан в Россию
Иностранные граждане обязаны оформлять визу для въезда в Россию, если их страна не входит в перечень государств с безвизовым режимом. Перечень таких стран закреплён в международных соглашениях и регулярно обновляется.
Безвизовый въезд доступен гражданам государств СНГ и странам с двусторонними соглашениями.
Для граждан других стран действует визовый режим. Это означает необходимость получения въездной визы в консульстве России или визовом центре за границей до пересечения границы РФ.
Оформление российской визы возможно при наличии законного основания, которым может быть:

приглашение от физического или юридического лица, аккредитованного в РФ;

подтверждение бронирования туров и проживания (для туристических виз);

официальное направление от работодателя, учебного заведения или гуманитарной организации.
Российская виза выдаётся в виде наклейки, вклеиваемой в загранпаспорт, и действительна при соблюдении сроков пребывания и заявленной цели визита. Нарушение этих условий может привести к аннулированию визы, депортации и запрету на повторный въезд.
Подача документов осуществляется через официальные консульские учреждения и визовые центры. Въезд в страну без визы, при её необходимости, невозможен и квалифицируется как нарушение миграционного режима.
